Committee of the Whole
The Board may meet as a committee of the whole. This action
can be taken by the Board President or by a vote of the Board at a meeting
in regular session.

Temporary Committees
Temporary board committees and their chairpersons may be appointed by
the Board President. A recorder, who will be either
designated by the president or assigned by the chairperson, will have the
responsibility of keeping a record of the deliberations of the committee
and providing a summary of those transactions to the Board, Superintendent,
and Board Secretary in a timely manner. The duties of these committees shall
be outlined at the time of appointment.
A temporary committee shall be considered dissolved when its final report
is made and received by the Board.
Such appointments will be made part of the board minutes, indicating the
duties of such committees.
If, based on the duties assigned by the Board, an appointed committee
has decision-making or policy-making authority, the committee will be subject
to the Chapter 21 (Open Meetings) provisions. If the committee does not possess
any decision-making or policy-making authority, it would not be a governmental
body subject to Chapter 21 (Open Meetings).
